For nearly 20 years, he served as Vice President and General Counsel of an independent oil and gas refiner with facilities across the Western U.S., overseeing compliance audits, enforcement matters, administrative proceedings, litigation management, insurance claims, and major asset deals, including the sale of the company. His work spans land use and development approvals, Brownfield redevelopment, and environmental compliance for air, water, hazardous waste, and Prop 65, as well as the defense of agency actions. He has engaged with the DOJ, EPA, FTC, California Attorney General, and local regulators such as SCAQMD. Since returning to private practice, he has advised clients on contaminated property transactions, redevelopment projects, hazardous waste permitting, reimbursement disputes, and Superfund-related cleanup matters.
