Biography

Andrew M. Tolchin began practicing law 20+ years ago. Andrew mediates conflicts arising out of complex business disputes, personal injury (everything from slip-and-fall to truck collision), contract disputes, DTPA, consumer matters (including credit, loan, mortgage payments, odometer rollback disclosure, and FICO), labor and employment, construction (commercial and residential), together with other fields of practice.

Andrew represents the attorneys of Harris County to the Board of Directors of the State Bar of Texas (2020-2023); he served on that same board representing the attorneys of Fort Bend, Brazoria, Galveston, and other counties that surround Houston (2015-2018). Andrew was recognized by the Chair of the Board in 2018 with the Outstanding Third Year Director Award. He also received the 2018 Judge Sam Williams Award in recognition of his contribution to the legal community.

Andrew serves on the Board of Directors of the Texas Mediator Credentialing Association and is State Bar of Texas Board Advisor to the Alternative Dispute Resolution Section. Andrew served on the Council of the State Bar of Texas ADR Section (2018-2021), and as Advisor to the ADR Section (2016-2018). Andrew is a member of the Association of Attorney Mediators (AAM) and on the AAA Arbitrator Consumer Panel. He spoke on mediation techniques as a panelist at the 2019 Advanced ADR CLE, on ethics in mediation at the 2019 Texas Bar College CLE, on professional responsibility for the 2020 Houston Bar Association (HBA) Professional Responsibility Committee CLE, and on the topic of Zoom mediation strategy for a 2020 HBA ADR Section CLE.

Andrew has volunteered at the Houston Dispute Resolution Center, where he settled a dozen civil (non-family) cases in a row, the longest streak seen there over the last 25 years.

While on the State Bar Board (2015-2018), he served as Chair of the Technology Oversight Committee (2017-2018). Andrew also served on the Policy Manual Committee (2016-2018) and the Nominations and Elections Committee (2016-2018). Andrew has also served on the District 5 Grievance Committee (2018-2020).

He presently serves on these Committees of the State Bar of Texas Board of Directors: Professional Development Committee (2020-2021); Technology Oversight Committee (2020-2022, currently as Chair), Member Services & Education Appeals-Grant Review Committee (2021-2022) and Nominations and Elections Committee (2021-2022). He also serves as Board Advisor to the Minimum Continuing Legal Education Committee (2021-22).

He is licensed to practice before all Texas state and local courts, as well as Federal Court in the Southern District of Texas. Additionally, Andrew is admitted to practice law in the State of New York.
