Biography

Carol Dominguez Shay’s practice centers on employment and labor law and broader litigation, with an emphasis on helping employers navigate complex workplace issues effectively. Before joining the Conklin Law Firm, she worked as Corporate Counsel for PNM Resources, Inc., representing PNM and affiliated entities in employment and labor matters and advising on related areas such as employee benefits, immigration, workers’ compensation, and OSHA compliance. Her in-house experience gives her insight into how legal decisions impact operations, budgets, and workplace culture, and she brings that perspective to every client matter. Earlier in her career, Ms. Shay was in private practice at a management defense employment and labor boutique, where she represented companies in contested matters and provided counseling on employment-related disputes. She has appeared on behalf of employers in state and federal court and has handled proceedings before administrative agencies and arbitrators. With experience across both litigation and day-to-day counseling, Ms. Shay is known for practical advice, clear communication, and a steady approach to resolving workplace challenges.
