Biography

Jonathan Kagan is the founder of Kagan Law Group, and has been a trial attorney for 23 years, representing individuals and businesses in state and federal courts throughout Maryland. He focuses on cases involving contracts and torts arising out of business and real estate transactions.

Mr. Kagan’s practice also involves counseling companies and individuals in employment and business matters and representing his clients before administrative agencies, the courts, and in arbitration. These matters include wrongful termination, retaliation and whistleblower claims, anti-discrimination laws, wage and hour statutes, and other laws governing the employment relationship.

Mr. Kagan also has extensive experience in the review and negotiation of employment and severance agreements for executives and employees, as well as restrictive covenants dealing with non-competition, non-solicitation, and non-disclosure of confidential information and trade secrets.

Mr. Kagan has been voted by his peers as a “Leading Lawyer” in What’s Up Annapolis Magazine in the areas of litigation, employment law, business law, real estate and personal injury. He has also been recognized in Super Lawyers for Maryland as an outstanding business and employment litigator.

Mr. Kagan graduated cum laude from Boston University and with honors from the University of Maryland School of Law where he was assistant editor of the Maryland Law Review and a member of the Moot Court Board. After graduating from law school, Mr. Kagan clerked for the Honorable Robert H. Heller, Jr. on the Circuit Court for Anne Arundel County. He is licensed to practice in Maryland, the United States District Court for the District of Maryland, and the United States Court of Appeals for the Fourth Circuit.

Mr. Kagan currently serves as the Past Chairman of the Litigation Section of the Maryland State Bar Association. He is a former president of the Anne Arundel County Bar Association and a former member of the Board of Governors of the Maryland State Bar Association. Mr. Kagan is a fellow of the Maryland Bar Foundation and the American Bar Foundation.

In addition to his litigation practice, Mr. Kagan has been an adjunct professor at the University of Maryland School of Law where he taught legal writing and appellate advocacy. He is also a certified mediator and has also served as a settlement conference officer for the Circuit Court of Anne Arundel County.

Mr. Kagan and his family are residents of Annapolis and he is active in the community serving as a member of the Ethics Commission for Anne Arundel County, the Anne Arundel County Advisory Board to BB&T Bank, and a past member of the Board of Directors of the Annapolis Symphony Orchestra. Mr. Kagan also serves as co-chair of the Chesapeake Bay Foundation’s largest annual fundraiser, Bands in the Sand, held every June in Annapolis. He is the former Vice Chairman of the Ethics Commission for the City of Annapolis (2009-2013).
