I am a federal district judge. I have not had a more capable government lawyer appear before me. Mr. Neff's written work is outstanding. He has handled both simple and complex matters on my docket. At hearings, he is always well prepared and his responses on point. He is equally skillful at trial. He represented DOC at a bench trial involving complex constitutional issues. On appeal, he is facing a former U.S. Solicitor General. There is no local lawyer more deserving of an AV rating. Read less
