Biography

Rosa M. Koppel, Esq. specializes in employment and labor law. Before joining The Law Offices of Larry J. Stein, LLC, as Counsel, in August of 2014, Ms. Koppel practiced employment and labor law for 30 years in the Federal Government as legal adviser, litigator and Assistant Director of Litigation at the Office of the Comptroller of the Currency, then as Deputy General Counsel at the United States Merit Systems Protection Board and, for the last six years of her Federal career, as Solicitor at the Federal Labor Relations Authority.

At the FLRA, Ms. Koppel litigated before the U.S. Courts of Appeals, the Federal District Courts, the EEOC, and the MSPB. She also advised management and human resources on employment law, drafted employment policies, and served as the agency's chief legal adviser to the Presidential appointees and all other employees, designated agency ethics official, chief Freedom of Information Act officer, and privacy officer. Having served as a Federal employee, labor and employment law litigator and adviser, manager of attorneys and support staff, senior executive, and ethics official, Ms. Koppel offers clients a unique and multi-faceted perspective on the practice of employment and labor law. Ms. Koppel also is a Member of the Personnel Appeals Board, an independent entity established by the General Accounting Office Personnel Act of 1980 (GAOPA) to adjudicate disputes, issue decisions and order corrective or disciplinary action, as appropriate, involving employees (and applicants for employment) of the U.S. Government Accountability Office. She became the Vice Chair in October 2020, and the Chair in October 2021.

Mr. Stein and Ms. Koppel both are longstanding members of the Washington Metropolitan Employment Lawyers Association (MWELA), and Ms. Koppel joined the Board of Directors effective January 2022.

Special Agencies:
Rosa M. Koppel is a Member of the Personnel Appeals Board, an independent entity established by the General Accounting Office Personnel Act of 1980 (GAOPA) to adjudicate disputes, issue decisions and order corrective or disciplinary action, as appropriate, involving employees (and applicants for employment) of the U.S. Government Accountability Office. The Board performs the adjudicatory functions of its executive branch counterparts: the Federal Labor Relations Authority (FLRA); the Merit Systems Protection Board (MSPB); the Office of Special Counsel; and the Equal Employment Opportunity Commission (EEOC).

The GAOPA provides that the Board may consider and order corrective or disciplinary action in cases involving: an appeal from a removal, suspension for more than 14 days, reduction in grade or pay, or furlough of not more than 30 days; a prohibited personnel practice; a decision on the appropriateness of an unit of employees for collective bargaining; an election or certification of a collective bargaining representative; certain labor-management relations issues; an action involving discrimination; and personnel-related issues that the Comptroller General by regulation decides are for PAB resolution. (31 U.S.C. § 753 (a)).

The Personnel Appeals Board also is charged by statute with oversight of equal employment opportunity at GAO. The provisions of the GAOPA, 31 U.S.C. § 731 et seq., can be found online.

The Board

By statute, the PAB is comprised of five members who are appointed to five-year, non-renewable terms by the Comptroller General. The current Board members are: Robert F. Hermann, Chair; and David P. Clark, Vice-Chair; Richard S. Ugelow, Carol De Deo, and Rosa M. Koppel, members.
