Stephen B. Skipper is an attorney with Skipper & Skipper, P.A. whose practice is devoted to estate planning, trust administration, probate, and related real estate matters. A fifth-generation Floridian and second-generation attorney, Stephen was born and raised in Pasco County and began working at Skipper & Skipper, P.A. at the age of 16.
Stephen has been recognized as a Super Lawyers Rising Star in both 2025 and 2026. Rising Stars recognizes outstanding attorneys who have attained a high degree of peer recognition and professional achievement, with no more than 2.5% of eligible attorneys selected each year. He has also been recognized by Expertise as one of the Best Probate Lawyers in Tampa Bay.
Stephen is the Immediate Past President of the West Pasco Bar Association. Since joining the Board of Directors in 2019, he has served in numerous leadership roles, including Young Lawyers Division Director, Director, Secretary, Treasurer, Vice President, President-Elect, and President. He remains actively involved with the Association and the local legal community.
Stephen graduated from J.W. Mitchell High School before earning a scholarship to the University of Tampa, where he received his degree in Government and World Affairs. While attending the University of Tampa, he interned for U.S. Congressman Gus Bilirakis in Washington, D.C., gaining valuable experience in federal government and public service.
Stephen later earned a full scholarship to Ave Maria School of Law, where he volunteered to prepare estate planning documents for underserved residents of Collier County. He graduated in 2019 and was admitted to The Florida Bar later that year.
Stephen is an active member of the Estate Planning Attorneys Association and the Gulf Coast Estate Planning Council, allowing him to remain current on developments in estate planning and probate law while collaborating with fellow professionals throughout Florida.
Based in downtown New Port Richey, Stephen represents individuals and families throughout the Tampa Bay area and maintains professional relationships with attorneys and clients in Southwest Florida, including Collier County.
Outside the office, Stephen enjoys traveling with his wife, Samantha, and spending time with their three dogs—Ami, Denver, and Dakota. Whether exploring a new city, visiting a national park, or taking a spontaneous weekend getaway, he has a passion for travel and experiencing new places. He also enjoys working on cars, cooking, reading, watching documentaries, and spending time with family and friends.
