RICO in Honolulu, HI

RICO, or the Racketeer Influenced and Corrupt Organizations Act, is a federal law that was originally used to criminal prosecute organized crime, particularly leaders who ordered lower-level members to carry out criminal activity, but didn't commit crimes themselves.
